ABOUT PARKING & TRANSPORTATION SERVICES

Parking & Transportation Services (PTS) is a self-supporting unit of the University of Minnesota within Auxiliary

Services. The department is responsible for the administration, operation, and maintenance of reliable and efficient

transportation services on the Twin Cities campus including transit, parking, fleet, streets, walkways, and way-finding.

PTS’ mission is facilitating safe and effective integrated transportation systems that provide services for pedestrians,

bicycles, transit, and vehicles. We strive to respond effectively and responsibly to the needs of our community and to

deliver a positive, frictionless patron experience. PTS’ primary goals are:

Provide quality service with an emphasis on customer service for all individuals and departments including those

with specific needs, unique situations, and accessibility challenges

Design, build, and maintain campus parking and transportation systems that are operationally sound, safe, efficient,

and aesthetically pleasing, while minimizing conflicts between modes

Encourage transportation alternatives on and around the Twin Cities campus

Evaluate and maintain a climate of fiscal integrity - provide financial integration to support overall transportation

objectives of the University including transit, bicycle, pedestrian, and parking

PTS is organized into five areas: Parking Operations (including Maintenance), Projects and Transportation Systems

(including Alternative Transportation), Finance, Transit and Administration, and Fleet.

Dear Colleagues and Readers,

Welcome to Fundamental Facts & Figures, an annual report on Parking

& Transportation Services’ (PTS) programs and services. I hope you find

this informative and encourage you to contact us with feedback on

how we are doing.

Over the past year, more customers accessed campus, increasing

demand for our services. We were excited to see many students use

their Universal Transit Pass to make these trips via our regional transit

providers’ buses and light rail.

Post-pandemic parking demand has allowed us to significantly

increase the number of student parking contracts. In addition, we’ve transitioned from a

“lottery” system to a first come, first serve model.

Our new parking equipment has helped to improve the user experience. License plate

recognition has meant contract parking customers have a smoother entry and exit from

parking facilities.

Event parking has been exciting as we supported the first-ever University-wide Commencement

ceremony at Huntington Bank Stadium and hosted a Beyoncé concert.

We continue to make strides in our Alternative Transportation Program. This year, we began

working with our campus partners on improvements to Gopher Way wayfinding, and again,

ranked as a Platinum Bike Friendly University.

Ramsey County’s Cleveland Avenue reconstruction resulted in new sidewalks to the Bell

Museum and multi-use paths to make bike commuting safer.

Our paratransit service expanded to better meet demand during our busiest time slots.

We continue to complete regular repairs and routine maintenance in facilities, including in our

newly acquired Prospect Park Ramp.

Finally, with retirements and staffing changes, we welcomed many new staff to the team. Their

fresh energy and perspective have helped drive innovation.

The purpose of the PTS modeshare study is to update statistics on the

transportation patterns used by the University of Minnesota community. This

e-survey was done using Office of Measurement Services in November 2022. The

survey link was e-mailed to a random 5,000 University faculty, students and staff

as the sample size. 1,619 surveys were included in the final data set.

The Gopher Way is a network of tunnels and skyways

connecting many buildings on campus. The system was

developed by PTS in 2000 and is maintained by Facilities

Management. Signs direct travelers along the accessible

routes.

Bicycling is a healthy, cost-effective way for students, faculty, staff, and visitors to

get to and around campus. Biking, no matter if it is once a week or every day of the

year, benefits everyone by reducing traffic congestion and lowering emissions for

cleaner air.

The University operates and partners with a variety of groups to consistently

rank as a platinum level bicycle friendly university with the League of American

Bicyclists.

HELMETS & HEADLIGHTS

Supported by Boynton Health and PTS, a bike

safety program called Helmets and Headlights

allows University students, staff, and faculty to

purchase a bike helmet and headlight set at a

discounted rate from Boynton Pharmacy.

BIKE CENTER AND ZAP! PROGRAM

The Bike Center is the base for the Zap! Program, an innovative RFID system by which bicyclists who

install an identity tag on their bikes earn benefits and incentives – just by biking to campus.

PTS provides the University community with a multifacited transit program consisting of comprehensive

on-campus transit service and metro bus/rail access via the Universal and Employee Transit Passes.

Universal Transit Passes

Paratransit Service is a curb-to-curb accessible transportation service for anyone who is unable to use

fixed transit and needs special transportation services while on campus.

Over the last two years, PTS has led the effort to provide unlimited public transit

passes to University community members. In August of 2022, the Universal Transit

Pass replaced the U-Pass (students). Moving to the universal pass model allowed

for deeper discounts to students.

The Universal Transit Pass is paid for via the Transportation and Safety Fee

assessed with student tuition.

DriveDrive and Park

MOTORIST ASSISTANCE PROGRAM

The Motorist Assistance Program (MAP) is a free service for all legally parked PTS customers that

covers jump starts and flat tires. In FY 2023, PTS responded to 124 MAP calls. Since its launch in

1993, MAP has answered more than 50,000 calls.

ELECTRIC VEHICLE CHARGING

HOURCAR AND EVIE

HOURCAR is a membership-based car-sharing program on campus for University students, staff, and

faculty who are over age 18. Evie is an EV-only HOURCAR subprogram.
